This is a highly detailed game where you have the final decision about how a city is designed.

If you've ever wanted to be a city manager and construct everything about a city, from the roads to the height of the buildings, this game is one that will give you all of that and much more. All of the components of the game make it feel like you're looking at a set of plans in front of you instead of a computer screen. The menus are easy to use, giving you details and hints about where to place buildings and roads so that everything intertwines and functions in the best way possible.

There is an option to make rules for the city. Some of the things that you can do would be to legalize drugs or take the emergency help from a community. Once you see what happens, you can change the rules again to see if things get better. You can add a modification to the game if there is something that isn't present to help with the game. Your goal is to create a large city where everyone functions. However, you don't want to make something so large that you can't control what takes place because you'll start losing money and people. The graphics can be comical at times, especially if there are people walking on the streets or in front of their homes. The cars also have a cartoon quality. You can view the city from the air or walk along the streets as a member of society.
